Introduction

The Town Council is currently preparing a Neighbourhood Plan for Ramsgate. The Neighbourhood Plan will contain planning policies, against which planning applications for development proposals will be considered.

Vision and Aims
The following draft vision for the Neighbourhood Plan is proposed:

Ramsgate will be maintained and improved as a successful seaside town with a wide variety of businesses, beautiful buildings, and extensive natural areas.

To achieve the Vision, the following planning aims are proposed:
  1. Help the town centre and neighbourhood centres to adapt to changing demands and improve their vitality and viability.

  2. Encourage a mix of employment opportunities to support a strong, balanced economy embracing both traditional skills and new technologies.

  3. Develop and improve local connectivity, linking the town centre, outer neighbourhoods, the harbour and beaches and the neighbouring countryside and coast, to the benefit of all.

  4. Maintain and create more sustainable live/work patterns and promote active travel and mixed-use neighbourhoods.

  5. Preserve and protect Ramsgate’s natural and historic features, whilst also realising their economic, social and environmental potential.

  6. Support quality of life and quality of environment for all local people in all parts of Ramsgate.

Policy Themes
The aims would be achieved through planning policies. It is proposed that the plan will include the following policy themes:

Town Centre and Harbour: This would seek to enhance the vitality and viability of the Town Centre and harbour area.

Employment and Enterprise: The policy would aim to expand local economic opportunity.

Industrial Development: Industrial development would be supported within existing industrial estates.

Residential Development: Standards would be set for new housing development, so that it meets local need.

Local Community Facilities: The policy would aim to maintain or enhance the range of local community facilities.

Local Green Space: Green spaces with community value would be designated and protected.

Design: The policy would seek to ensure that development was well-designed, sustainable, walkable and locally distinctive, whilst positively supporting innovative green design.

Environment and Coast: This would seek to protect Ramsgate’s sensitive landscapes and to promote biodiversity.

Conservation Areas: The policy would seek to preserve or enhance the special architectural or historic interest and character of Ramsgate’s designated Conservation Areas.

Local Heritage: The aim of the policy would be to protect and realise the potential of the area’s heritage.

Parks, Gardens and Recreation Grounds: The policy would seek to ensure that development would enhance these community spaces.

Shop Fronts: Good shop front design would be promoted.

Sustainable Transport and Active Travel: Development would need to consider walking, cycling and sustainable forms of transport.
