History:
Blackburns a very well regarded under-taker in Thanet. Very good on local
affairs with much in way of local understanding.

Native of Ramsgate his father was an upholster and house agent.

A congregationalist born and bred with 8 children.

Chief magistrate of Ramsgate.

Involved with the "Front Road" (improvement) salient feature being a Road
from Nelson Crescent on the West side of the Cliffs, cutting along through
certain buildings to form as approach to the Chatham and Dover Railway
Station.

Involved with the demolition of Ellington House to provide park land for
the public.

Also active in terms of Technical Education classes, carried on at Chatham
Place.
