History:
Moved to Ramsgate in 1921, and entered the council in 1933, as an
Independent Member for West Cliff Ward.

Elected Alderman and served on the council until the Battle of Britain,
when he had to evacuate his school.

During the war appointed to the Ministry of Information of inauguarat
a training school of censorship. Later he was asked by the government
to compile a record and history of the work of censorship during the
war.

He returned to Ramsgate in 1945 and re-joined the council.

With a school masters knowledge and interest in books he was a good
choice for the Chairmanship of the Library.

Committee.... Under Davey's Chairmanship branch libraries at Manston
and Cliffsend were opened with the help of the Borough Librarian.

Served as deputy Mayor for 3 years, to the Rev. Harcourt Samuel.

Chairman of the General purposes committee among his interests were
Safety First and TOC H, and also practising churchman.
