History:
Some important events of Dowling's first year of office were;

A Royal visit, and the opening of the new Pavilion.
The completion of the Sea defences on the East Cliff Promenade.
The acquisition of the 'Sands', which would help to bring new
revenue to the town.
Establishment of Sheltered seats on the Promenade.
The opening of the new Carnegie Library.

Also interested in the local fire brigade, in the improvement of
facilities. (Made this his own special concern, said that the
borough engineer had reported on 5 different sites for a fire
station and after great consideration the council decided
unanimously on the Effingham Site. Cost wise = Less expensive
than the other sites and the accommodation would be sufficient
to meet the needs of the Borough for years to come - needed to
borrow £1,500 (£159,225 in today's money).)

Set up new flag (concrete flags) making factory at the destructor.
(and numerous other municipal projects).

Became a member of the town council in 1898, and served two
terms as Mayor, in 1903 and 1904.

Born in County Wexford, Ireland was a member of the Lewis
Lodge of Freemasons.

He carried on business as a grocer, provision and wine merchant.

Died of pneumonia 31st October 1918 on his 64th birthday.
